I hate piddle pads. they do nothing for the dog. IMO the house training is delayed not helped with them. Crating is good, this will help control the dogs movements. Also, there is no excuse now for you not to desex a dog. Both sexes have very good reasons to be desexed, Cancer is on top of the list. With Girls it is intrauterine infections- bacteria can enter the womb during their heat period.
So much of a male dogs behaviour is controlled by their hormones. Marking is just one. I have a bone to pick with your son!!!

You need to have physical control of Snickers. I would walk him out on a lead and watch him pee and possibly poo. Each time he goes you need to say "good BOY! go potty!" Then bring him in. I also advise having a handle on him at all times until you have this under control- a very short lead. Ideally about a foot and a half long ( or there abouts). This is so that you have something to grab while inside and walk him out immediately. You do not want to be in the position if not being able to enforce any command you give inside.
When he comes inside and even starts to look at a place to mark you will say "No, no potty!" If Snickers starts to pee then you are to grab his handle and walk him outside and point to the spot where you want him to pee and say "Snickers! potty!"
He will take awhile before he catches on but it will happen. And when he does sniff or even look like he is catching onto the idea then say "Good boy Snickers, potty!" and give him a treat for a reward. (you do not have to use "Potty" but I find it is an acceptable word.)
This requires a lot of you, lots of time and patience but it will work.- and it shouldn't take long. Place him in a crate while you are training him so that there will be a low chance of him repeating his bad behaviour.
One other critical thing, the places where he is marking must be cleaned with a very strong cleaner. It must NOT be ammonia. It should be a bleach type cleaner where you can use bleach. Dogs are so good at smelling urine and urine is basically ammonia.
I had an elderly client who was sold a steam floor mop and she had a similar problem to you, the steam mop does not clean up doggy urine or pooh smells. It must be clean. If by chance you have carpet, try a vinegar and baking soda solution. This solution will take away cat urine too. below is from a cat website- forgive the cat references dog people LOL Also do read the link about males and marking- it will give you a more complete answer to your problem
In my experience the shaker can is a negative reinforcement and you can use it but when you are supposed to be shaking the can is when you should be taking Snickers outside and trying to give him a chance to show good behaviour (and be rewarded). Good luck, Kathy

Directions:

1. If the cat has recently urinated on the carpet, first absorb as much of the cat urine as possible using paper towels or an old towel. Place clean paper towels over the cat urine area and tread on them so as to absorb as much of the urine as possible. Repeat with dry towels until no more moisture can be absorbed.

If the cat urine has dried and you are not sure where the soiled area is you can use a black light (pictured above) to detect it. In a darkened room the black light will pick up urine and other stains. Hand held black lights can be purchased for between $15 to $25

2. Next, wet the area with a solution of 50% white vinegar and 50% water. Make sure you use enough of the solution to penetrate the fibers deep down. Allow it to almost dry. You can assist drying by blotting with paper towels as described above. If you own a wet and dry vacuum extractor use that to remove excess moisture.

The acidity of the vinegar will neutralize the ammonia in the cat urine.
