First, I need to know your dog's breed, some dogs are more vocal than others.
second I need to know if you feel separation anxiety might be the issue here as well.

I need you to find a hand signal you like, either the finger to the lips "shush" or if you prefer the policeman's stop hand signal.
Lessons need to be short, less than 15 minutes but need to be reinforced   all day long.

Have her on a leash and when she whines, ask her to "shush!" once.  Then wait for her to go quiet. then say" good girl! shush" and giveher a treat.
This may take awhile but wait for it. Be very patient. If after a minute (or 2 minutes) she doesn't settle then walk her in a circle into sit position. Ask her to sit, then reward her. Then if she is whining then ask her to "shush!" and reward her if she does, as soon as you can while she is quiet.  Do NOT continue to ask her, it is more important to wait for the good behaviour and then reward.

you can  do this off leash during regular activities- just keep the treats handy and wait for the good behaviour before rewarding her.

She does the whining for several reasons, she may be anxious, she may want to mimic human speech- sometimes we can not tell.
If you yell at her or speak to her while she does the whining she may think that we are whining too. We can not read her mind but we know that if you wait for the good behaviour- reward her for it, she will learn what you want.

I see what you mean. Coupe looks like a hound al right. They love to vocalise but they also love to hunt.  This means you have a chance to teach her to be quiet sometimes. Sort of like an over excited girlfriend. Getting some of that excitement out of their systems is the key.  You do that with work.

Try to think of when the whining is the worst and use that as a key to when you need to do work the most.  If you work, you may need to take her out before you leave and give  her a brisk walk- no stopping to enjoy the sunrise. Bring your treats and have her sit, walk around obstacles and fetch if she will. (hounds are not usually happy about fetching, they like finding) 

If you have children or a good friend then you can play hide and seek, one of you stays with the dog and the other goes ahead and hides. I like to have a handkerchief for myself and my friend- when your friend leaves both of you she will hand over her handkerchief.  After your friend has disappeared show Coupe the handkechief and say "find JoJo!" and walk in the direction "JoJo" went.
Coupe will eventually  stumble upon your friend"Jojo" then Jo Jo will come  out happily and praise Coupe.
Then you repeat the whole process.  After about two times you will need to have Coupe sit before he receives his praise otherwise he may jump on the person he finds.

Coupe will love this game and she will absolutely be exhausted when she comes home.  She will not only sleep and dream about finding all  sorts of people and prey but she will be more settled.

The first hound I taught this was a Basette Hound and she was so easy to teach, I often think she taught me. After Coupe gets the idea she will look for items as well. Start out with short distances so the scent will be strong.  You can adapt this for inside your home.  The companion dog book I reccommended uses a variation of this for handicapped people to learn how to fetch their carers.
